If there is an animal population control service in your neighbourhood, they would not want all the stray animals to go away since this will lead to their service becoming obsolete.
Another example is the medical industry of not putting enough resources to cure life-long illnesses and investing on mostly just illness management resources. These corporations do not have an incentive to cure a disease since doing that will take away their steady revenue stream.
In companies, people working on automated solutions for their own work will usually not put in 100% since automating their own work will make them a dispensable resource or lead to more difficult responsibilities.
